FirstNet grew out of the devastating losses from the 9/11 terrorist attacks. The attacks exposed glaring weaknesses in our communications systems. Emergency response teams could not communicate, and many first responders lost their lives. So, the 9/11 Commission recommended the creation of a single, interoperable network for first responders. And public safety organizations lobbied Congress for years to make it a reality.

In 2012, Congress established the First Responder Network Authority (FirstNet Authority) and charged it with building this nationwide high-speed wireless network – with direct input from public safety, a distinction that makes FirstNet unique in American telecommunications history. The FirstNet Authority contracted AT&T to build and deliver this innovative ecosystem.
